Should staff be given autonomy over business operations?

Some business managers are what I term "tiger managers". They exert control over every aspect of the operations of a business. This can be nauseating and choking for staff. I believe that staff should be given autonomy over business operations. Giving staff autonomy over business operations could be beneficial to the organisation in some ways:

1) Responsibility leads to greater motivation: When you allow staff to assume control of some operations of the business, they feel more connected to the business and are motivated to do more to make sure it succeeds.

2) The productivity of staff increases when they are given autonomy: Staff would want to achieve result to prove their capabilities when they are allowed to take charge. They only work like robots when micromanaged and won't want to put that extra push.

3) Innovation increases when staff are given autonomy: When staff are made to be in charge, they would be able to think out solutions so that it doesn't fail in their own hands.
