Which situations should staff be micro-managed in business?

We all agree that constantly micro managing staff in a business organisation stifles creativity and makes potential for development limited. But there are situations when you should micro-manage staff temporarily in an organisation as a mandatory approach. These situations are:

1) When you just hire new staff: You can't just allow new staff to work independently without constant supervision. You only minimise the level of micro-management for new staff as they grow and understand the organisation more.

2) Sensitive projects that requires zero errors: You would have to deeply supervise your staff when you are handling high stakes projects that could define the future of the business so as to avoid any error that might jeopardize the chances of the business.

3) During crisis situations: When the business is in crisis, the owner or manager would have to give eagle eye supervision to every staff, so that they don't deepen the crisis.
