It is very common here that is only most big organization that have human resource department in their organization but I think any company that is big enough to hire employees or have employees working under it should have a human resource department to take care of all the employees matter for the company. Human resource department are in charge of all the company employee , they carry out the recruitment exercise for the company and assist in getting the best hand on board for the company. They are also in charge in training the newly staff in order to help them maximize their best effort for the company. The human resource department are also in charge in setting the wages for the staff, they also carry out discipline exercise on staff that breach or violate the rule and regulations.
 
I completely agree with you, having a good human resource department would definitely help train your staffs to be better. These days we have so many untrained staffs who do not know how to communicate with customers or potential customers in a way that would be beneficial to the company or organization.
