I don't know how it goes in other countries, however, in my home country, you need to sit for competitive exams organized by the government agencies in order to qualify for government jobs. There are different government agencies recruiting for different jobs. For example, there are agencies that recruit for administrative works in government agencies, there are agencies to recruit teachers in public schools, there are agencies to recruit army and police. You will have to sit for exams and you qualify for the round two exams only when you pass your first exam. If you pass two exams, you need to sit for interview.
