Your budget is not working because:
You are not tracking your spending. If you have a budget and don't know where every penny goes, then how can you say that it's working?
You are not facing the reality of your expenses. When you have to go over your budget, it helps if you can look at it and say, "Yes, I'm going over my budget now." That way, when things get tight or life gets crazy, you'll know why they're getting tight or crazy.
You are not prepared for emergencies. If you don't have an emergency fund set aside in case of an unexpected expense or loss of income — such as an illness or unemployment — then how can you say that your budget is working well?
Lastly, probably your budget is not working because it's too tight. Yes! It's good to be strict with your budget and even make yourself uncomfortable a little, but you don't have to be too hard on yourself, what matters after all is consistency.
