Who should bear the cost of repairs on rented property?

I once was called in to settle a dispute between a landlord and a tenant. The line of contention was that the tenant felt the funds he used to make repairs on the property he is occupying should be integrated into the rent. The landlord on the other hand felt that the tenant made the repairs for his comfort and has nothing to do do with his rent.

Looking at it critically, I feel that certain repairs should be handled by the landlord and some by the tenants. Repairs that are more to do with usage should be handled by the tenant. Repairs that are more to do with wear and tear should be handled by the landlord. For example, if a walk socket gets bad, the tenant should fix it whereas a leaking roof should be handled by the landlord. Some repairs might seem as if the tenant is building a house for the landlord and some repairs might seem to the landlord as if he is laying for the comfort and lifestyle of the tenant.
