Proper evaluation of the work performance

This is one issue in the work place that is not easy to resolve. In my first job the evaluation of the employee is done in 2 ways – the superior evaluates and the subordinate also evaluates himself. The 2 evaluation are compared and discussed. It was not easy for the subordinate but when I became supervisor I find it much harder.

The recent method I have read is the key points of the job. For a programmer the key points are the creation, revision and correction of the program. Also included are some systems work. But it is not easy to evaluate because all the work are not accurate with numbers. A computer program can be easy while another can be very hard. Anyway, what is your take on the evaluation of the employee’s work performance?
