PayPal fees and commissions are different for different regions, (standard rate is 2.9% + $0.3 per transaction). The rate seems to be high. PayPal charges an additional fee for currency conversion, which is normally 4% and in some cases, Paypal also collect taxes. Everything all adds up to the total fee that PayPal itself charges on you at the time of your transaction.

For smaller amounts like $7, Paypal is charging approximately 10 % of the total amount paid as fees, you will only receive 90% of the amount sent by the client. For mass pay, the sender pays the transaction fees. Additionally the exchange rate for paypal payment for conversion into local currency is also significantly lower than what the banks are offering. However most of the american and other companies are only paying through paypal, so online workers are forced to use it.

Paypal is one of the best payment platforms for receiving and sending of funds worldwide. However, Paypal is yet to allow Nigerians to receive funds through their Paypal accounts. Therefore,as a Nigerian whose Paypal account can't receive funds, I can not say exactly how much Paypal charge as fees or give as commissions for any transaction.
