Is PayPal restricted to Nigerians

I have a question to ask concerning the PayPal payment method.

Recently I wanted to open a PayPal account and I was going through some threads I heard about discussions that PayPal has some restrictions that they placed on some countries including Nigeria

I just wanted to know what sort of restrictions they are if there be any.
And moreso, do those restrictions include newly created accounts?

And can there be alternative ways that one can follow to open an account and be free from such restrictions?

PayPal is restricted to Nigerians. As a Nigerian, you can only send money via PayPal but you can't receive it. That's for personal accounts though. I think with a PayPal business account, and a site set up to receive payments online, you can receive money on PayPal. The challenge is that an account of that nature takes a whole lot to set up. It requires a lot of technicalities in designing and hosting a site.
