A security agency trains security officers. primarily as it's business operations. They now supply these trained security personnel to corprate bodies and individuals. The clients pay the agency to pay the security who would then deduct their own commission.

The business could be lucrative if the security agency promotes it's business well and has lots of clients. The commission they earn might be comparatively small but it adds up if the agency has many security personnel manning places for their clients.
