The issue of time theft by workers or employees is real in the work place. Some employees are just fond of taking long breaks during the work hours. They returned to work very late from breaks and try to leave as early as possible before closure or the day is over.

You need to handle this promptly as an employer

Start by querying the person about such detrimental habit as it's affect the company's work load.

if there's no significant change then you can go with suspending the person with no pay

But if it still persist then you have to use the most effective option drop the employee, the person is not ready to work.

This is not true. An employee has the right, for example, to go to the Friday prayer, and what the employer is doing is, for example, has all this time working time and then will say any employee going to this Friday prayer is taking long breaks from work while it could for example if he has massive work like add two hours of work on Friday or even increase from Monday to Tuesday hours of work to give them this break. This is a small example but if someone is for example playing with his mobile phone during work what you say could be true.
