Foot pain while walking outdoors with wet feet

During the monsoon (periods of heavy rainfall) here, the roads, footpaths are flooded and the feet will become wet while walking,start paining. The pain is very severe when walking on the potholed roads, which have many holes and stones on the road. The pain is less when walking on flat surfaces. After the rainfall stops, there is no pain while walking on the same roads. Does anyone else face a similar problem of foot pain walking with wet feet during heavy rainfall? Is there a problem with the footwear or the feet due to which the pain is very severe? Do you know any way to reduce the foot pain, ointment which can be applied to the feet to alleviate the pain or other footwear?
 
I don't really understand why you are facing this because I've never experienced this before and it is advised that during the rainy and wet season it is the best for you to wear sniker because this will give you maximum protection, walking barefooted or wearing light material will expose you to cold and wet ground.
