Attendance – absences and tardiness

In every office here, especially for big companies, the attendance is always a big issue. In one report from the labor department there was about 1% to 2% of employees that have a problem with the attendance. That can be absences and/or tardiness. Coming in late for work is a no-no for me because my take on tardiness is simply laziness. With absences it can have a varied reason so I am not too keen on the punishment. However, there are cases that the employee would invent a reason. That would be a different case because dishonesty can put you in hot water.
In some offices coming in late 3 times in a month can result in suspension of 1 day. That is harsh but that is the regulation in some offices. With absences a medical certificate or proof of the reason is required when an employee is absent for 3 days or longer. For the HR officer, what is your take on the attendance issues?
