SEO, if it works, is one time effort where as you will have to do PPC campaign continuously in order to generate sales.

It depends on the budget of the website owner, if the website has a good budget and decent earnings from its blog or platform he will for sure use PPC ads else he will be satisfied with free SEO traffic in the beginning.
