You can write a complaint letter telling them your problem and what you think they can do to help you solve it. You would need to state yours rights you havr because they need to know what your rights

There are certain information you would include in your letter to make it.a lot effective. So the complaint letter should be clear and has in it all the evidence too.

The below details should be made available in your letter:

The details of all that you’re complaining about.what you want to be done about the problem outlined by you
They will want to know when everything happened so you need to state the dates and times the problem took place. So forget to include details of any conversations with your landlord and what they agreed to do

Include evidence copies of any letters between you and your landlord and then photographs showing damages

Receipts of paymens or for things paid for.A note from your doctor- if the problem affected the health

I think going to aggreement with real estate is better from complaints because complaints could took long process before anyone is getting his rights and sometimes doesn't end to expected results while find a form with real estate to solve the problem could be helpful to the two sides.
