Etsy is more popular than Zazzle (based on the traffic volume and the number of users) and it is also a bigger company compared to Zazzle, however, there are some shortcomings of Etsy compared to Zazzle.
Even though Etsy is also popular among people using Print-On-Demand (POD) business model, Etsy is just a marketplace for POD business, it does not provide printing and shipping services. However, Zazzle is not only a POD marketplace but also a print provider for POD sellers.
If you want to use Etsy for POD, you will have to integrate other platforms but on Zazzle, you can not only create products but also directly sell on the platform.
