So many people start a business and the business is unstructured. It is okay to start at that level. They just stay self-employed and it is fine if you start at that basic level. At least, you have started something. The bad part is when you stay at the level of self-employed for a long time. Running a business as a self-employed business is not sustainable because it contradicts the basic principles of growth. So why do people stay at the level of self-employed for a long period?
The singular most important factor that keeps business people at the level of self-employed is "fear". I once asked a guy who was combining a gas retail business and a laundry business why he did not employ someone to help out with one segment of the business. He told me he would not have money to pay the staff. That's an expression of fear and that's what keeps business people at the level of self-employed.
