Why do some organizations use tribalism to employ staff?

I have noticed that some organizations prioritize employing only people from a particular geographical location to work for them. A friend of mine with a master's degree applied to teach in a school, she did the interview and performed excellently well. Only to be informed that if she is not from a particular location, there was no need for her to apply. That she would not get the job. That the organization employs people only from a particular geographic location to work in that organization.

This is caused by business owners who are loyal to their villages. They see it as empowerment and corporate social responsibility to employ people only from their place. It is wrong and eliminates meritocracy and fairness. Everyone irrespective of tribe, or religion should be given a fair chance to contest for positions in an organization and should be given the position if they truly merit them.
