In my country, it is not possible to start a PhD while in college. It is very rarely that you can start a PhD at the latter stages of your Masters degree program.

But I think it is not always best, apart from due to financial constraints, to pursue a PhD after you have worked for a while. It would stress you as you might not have all the leverage to focus on your PhD status.
