Is it possible to cheat a person the online business owner has never interacted with?

To ruin the reputation of honest hardworking small online business owners so that they can be cheated, exploited and robbed for the rest of their lives, large internet companies are supporting and promoting the frauds making fake cheating allegations
In any genuine cheating incident, the person making the allegation should have actually interacted with the person who he claims has cheated him. The person who claims that he is cheated, should also be able to provide details of the interaction, cheating incident. If the interaction is online usually records are available which provide details of the incident like the date, time, amount, mode of payment, item or service which was promised.
Even for offline deals usually for larger amounts, people will ask for records, like the bill date, time, amount,location where the incident took place.
In this case,the large internet companies and officials are only making fake cheating allegations repeatedly without any proof to criminally defame the online publisher, yet for 11 years they cannot provide any proof or details of the cheating incident, so that the the online business owner can defend herself
Yet the government is blindly believing the complete lies of the dishonest internet companies to criminally defame the honest business owner who is denied the income, opportunities she deserves and reward the friends and relatives of the liar government officials making fake cheating allegations
What is the best way to change the government policy of blindly believing its liar officials making fake cheating allegations against honest hardworking online business owners only to cheat, exploit, rob the person for the rest of his or her life.

I don't know how governemnt runs in your country but I have read most of your posts and majority of the posts are centered on the ill treatments that most online business owners always go through. I think may be before setting online business, there is need to meet the right authority for guidance.

Cheating person the online owner has not interacted with may be almost impossible because most of the business done have been registered under the authority of such country. The government will always backup the online business such person is engaging in.cheating may try to set in which is another form of trying to defraud the owner.

Logically it is not possible to cheat a complete stranger, with no interaction at all. Yet top internet companies are such excellent liars and frauds, that they manage to convince everyone including the government that a hardworking small business owner has cheated people she has never interacted with anytime in her life, so that these fraud internet companies can exploit her for the rest of her life.
