Can market or economy work without any government intervention ?

Government is not even allowed to involve nor intervene in business. The primary aim of a serious business is to govern. The only time government needs to involve itself in business is in socialism and mixed economy mode of production.
However, government's involvement may be needed because they need to provide an enabling environment for the growth of the business. His policies must be favourable to the business owners especially the small and medium business owners.
The tax system as well should be done in a way that will favour business owners. I think looking at all thesex government still need to intervene in business for proper and organized business organisation.

I quite disagree with @btaliat , the government has a whole lot of role for businesses to thrive effectively in any particular country. if you see any country that the government does not implement business-friendly policies then the economy of that particular country or will definitely not be robust. The government must ensure that the policies they make is preferable to small businesses and also big businesses in order to make the economy grow.
It is also the responsibility of the government to provide the security for business people. What I talk about security, i mean financial security and a lot of others. Even though there are private businesses in many countries but it is a responsibility of the government to make policies that will make their finances secure as the case may be.
It is also the responsibility of the government to give loans to small business start-ups. this kind of thing has happened in my country before and a lot of small businesses benefited in so many ways. This is not about individual business but the economy largely. When businesses have enough funds then you will see that they will employ a whole lot of people which drastically reduces unemployment in a particular country.
