Low employees performance has different causes, some employers are shitty, they don't pay enough and overwork employees like donkeys, some times its the employees that act like entitled kids, demanding high pay with low productivity, it's not black and white and there's a lot of gray areas.

If as an employer you feel like your employees are putting in their best, create an assessment sheet for them, record them base on their performance and reward them based on that, whoever you think is not performing the way you want them to, fire them and replace them, it might not be easy but it's beneficial to your company in the long run.

If you want to increase your workers performance, it's in your hands, if your salaries are not reasonable at all, work on it and if it is not only about salary, yes they are paid to do their job but they wear out to just as machines experience friction and wear out. But don't let them do before you uplift their spirit, you can always encourage them, show them you care, celebrate them, give incentives, organize free trainings and more.
