Some earning sites online don't pay but they pose as paying sites which a lot of people especially new members would fall to their scam. You need to learn to avoid being a victim all the time. So it will be a mistake on your part if you fails to do these:

Go for sites that the pay is too good to be true. You are setting yourself to be scam especially with the high reward attached to upgrading your account which is a way of getting money from users
Use VPN to access a site that forbids your country. You would lose all your earnings when caught.
