Generating income as a web designer involves securing freelancing contracts, usually on platforms like Upwork, FIverr, Freelancer, etc.. I have been using Upwork for more than 3 years and one of the services that I am selling is related to web designing. You will have to bid on available jobs and work when your bid is accepted. The bidding process favour newbies because you can easily impress clients by bidding for a low amount. On Fiverr, you have to wait for someone to hire you, on Upwork by offering low price you can impress clients. Well, the platform is of course competitive, but you can bid on jobs continuously and try to bid for low amount to successfully secure contracts.
