How should payment and promotion be calculated?

Employees are remunerated and promoted based on some certain factors. Some employers consider educational qualifications. Using qualification, the higher the level of education, the higher the remuneration and accessibility to promotion.
Other employers use the impact of their employees to pay and promote them, that is they measure based on the effectiveness of their workers. The workers that performe effectively especially even beyond the par are usually considered using this method. Average workers are always at disadvantage using this model.
The last set of employers usually use the number of hours to pay. They consider the duration of the work, a worker that works for 8 hours or even work extra hour is at the verge of being promoted compared to the ones that only work for some few hours.
Out of the method I highlighted, which is the best and why? And if you want to use any of them, which one will you use to promote and pay your workers and why?
