Faking resume to get government and other jobs

Though most professionally run private companies are verifying the resume of their employees before hiring them, faking resume, skills, experience to get government and other jobs is a very lucrative racket in some countries. Some government agencies, especially intelligence agencies are only relying on references to hire their employees, and some government employees abuse their great powers to give fake references to their inexperienced real girlfriends with no professional qualifications, stealing the impressive resume of a single woman professional who they hate. To cover up the resume theft, the woman professional whose resume is stolen is criminally defamed in the worst manner spreading fake rumors, circulating photo-shopped or manipulated videos, to destroy her reputation completely
Do companies and government agencies in your country hire employees with fake resumes? What can a professional whose impressive resume is robbed by high status well connected persons, especially government intelligence employees do to end the resume theft?

Stealing information and making a fake resume is a really bad thing and an unethical thing, obviously. I am not sure what woman got her identity stolen, but identity theft is a real issue in many countries and most of the scammers use fake identity to steal money and other kind of important things just to impersonate the person for financial gains.
