Search Engine Optimization or SEO in short is keyword usage, uniqueness and originality of content, quality backlinks, UI (user interface), UX (user experience), site loading speed etc.

Domain name also matters when it comes to SEO, for example, domain with keywords are more valuable than without specific keywords. However,Domain extension does not matter. If your website has a good design, original and unique contents, keyword optimized contents a dot xyz website can be ranked higher than a dot com website that has poor design and poor contents. Unless the website is using dot gov or dot edu, Search Engine ranking does not depend on the domain extension. Dot gov is a government site and dot edu can be registered only by registered educational institutions like schools, colleges and universities.

These days the extension of a domain name does not play any role in determine the authority of a website. The only way your website can rank higher on Google search engine for the different keywords it is targeting is to attract powerful backlinks from different source. A good parking profile increase the authority of a domain name with any extension.

Sites using gov and edu extensions have higher SEO value. That's because these domains can not be used by random people and institutions. However, SEO is more related to site content rather than domain extensions. If you have high quality content, you can rank any kind of website with any extensions.

One thing I know is that some domain name has more search engine optimisation power than others irrespective of the extension. Most important thing is to publish quality of contents on your website. This will attract lots of quality backlinks that can improve search engine optimisation matrix of your website. Remember slow and steady wins the race.

The top-level domains do not have anything to influence search engine ranking, however, your second level domain can influence your search engine positioning. For example, dot com, dot org, or dot xyz are equally treated by Google, but the second-level domain can contain keywords that will help to rank well.

I do no think top level domains have any effect on search engine optimization. However, second level domain has a great effect on search engine optimization. For this purpose, you need to use keywords on your second level domain and you should not use more than two words on your second level domain.

Search engine ranking is mainly the result of quality content and SEO strategies. There are many SE techniques and getting a keyword in the domain is one of them. When you are registering a domain, make your domain name contain the primary keyword of your site. For that purpose, you can use any top-level domain you want.
