Does PayPal Allow Us To Use Exchangers To Exchange Funds?

PayPal is a kind of payment processor that is quite famous for being one of the strictest payment processors. They are really strict because they have a policy that states that they would never allow certain countries to receive payments and they will not work with scammers at all. Since PayPal is really strict, we can expect them to refrain from working with certain exchangers. I have read somewhere that PayPal does not allow people to use random exchangers to exchange PayPal cash to other payment processors such as Perfect Money, Skrill, etc. However, the only way a person can actually exchange funds to and from PayPal is to withdraw money from PayPal and use wire transfer or any other service to upload funds on the desired payment processor. The problem here is that still there are many exchangers who claim that they can directly exchange PayPal funds to Perfect Money and some other payment processors. For example, there is an exchanger called "Magnatus" that provides this service. So do you think that a person should trust such exchangers?
