In some countries, high status people like powerful government employees are falsely claiming to own online businesses of private citizens they dislike, especially if the business is receiving payment through paypal. Being powerful government employees, working in intelligence agencies, they have all the information about the online business like the work done, payment received, business transactions. These government employees are first criminally defaming the real business owner, spreading malicious fake rumors, circulating defamatory videos, to destroy the credibility of the business owner completely, so that no one believes her or him though the business owner is telling the truth.
Then the government employees falsely claim that they and their associates own the online business to get their associates government jobs and great powers. The associates of the government employees do not want to open their own paypal, bank account legally, invest money in websites, do any computer work spending their time daily, rely on criminal defamation to continue with their business ownership fraud for more 11 years.
Shockingly the largest tech and internet companies are supporting the high status people in their online business ownership fraud in a sophisticated form of bribery .

I have never heard such a case in my country. But I have seen a lot of business being destroyed by government releasing information about them. Though this information may be propaganda but they don't force citizens not to invest or try to close down the business. But the act is bad anyway.

Here, some paypal account holders receiving a small amount from clients outside india are falsely labelled a security threat, harassed and criminally defamed.
