It ia a very interesting topic indeed. Normally we talk about just one side of this topic like how can we make money with this app or this app etc, but here we are discussing the other side of this topic which is how can app developers make money.
In my opinion this process is very risky and doesnot ideal for beginners.
Companies with great savings can risk such things as They can take risks and can experiment with apps. As you said it will need a lot of money to hire a web developer and app developer and app designer to make such app and to make it smooth, gadjets friendly and also to make it recognizable by paid advertisements, so I think it is not ideal for beginners.
So if any company happens to pass all these barriers and can finally get users to work on their apps then it can become easy for them as paid ads will be available on their site and they can easily make money when users will signup and work on their sites.
