I don't know about other countries but in my country, the Philippines, whenever people withdraw money over the counter using debit cards or doing an interbranch withdrawal and or interbranch check encashment as well as ATM withdrawals, there's always a charge of some sort. This to me is quite unfair since they are holding and using the people's money and yet they're screwing people by charging depositors for every transaction.
